I will scrutinize utility rates and capital plans for reliability, affordability, capacity, and long-term maintenance rather than treating rates as an isolated annual number.

- Review capacity and planned sewer/water expansion alongside growth decisions.
- Publish plain-language explanations for major rate changes.
- Track major utility capital projects and delays.
- Consider customer affordability together with regulatory and infrastructure obligations.
Research Still Needed
Rate studies, capacity reports, sewer expansion plans, debt, regulatory requirements, customer complaints, and the utility CIP.
